Why do you want it locked, are you absolutely sure that no one can add any more to it?
Best thing is to say what you want, then PM a mod, preferably the one attached to that board, if not just click the report to mod. Ask them to add "Completed" to the title and say you would like it locked. They will probably tell you if this isn't a good idea.
I don't think Jane has asked for it to be locked- just completed.
