It's more than likely.  However - depending on the surname - it is possible for 2 people of the same surname to marry (eg) Jones/Jones or Williams/Williams

Her last name was bowser so i think its unlikely her mother married someone with the same name i have tried to search for people in the area she was born in 1911 as she was born in 1918 but no luck

There is a second birth in 1924 which might also be related.

There is a Florence Helen BOWSER born 1898 at Whitchurch who is living with a William and Catherine TOMLIN in Aylesbury in both later census records.  She appears to have died unmarried in 1989.

Possibility for her mother is a Florence Helen Bowser b.28/3/1898, died June 1989 Aylesbury.

She appears to have died unmarried as a birth reg'd in 1898 in Aylesbury district.

However, if this is her then it looks like you will have to get her birth certificate too - in 1901 at Whitchurch, Bucks  aged 3 she is living as a 'boarder' with an elderly couple, William and Catherine Tomlin.   Still with them 10 years later (transcribed in error as Bowen).   Birthplace given as Whitchurch, Bucks (which came under Aylesbury Reg. District
.
In 1901 the household also included another boarder - a James Chapman 19 born Whitechapel, London.

In Dec.quarter 1903 Aylesbury an Ellen Bowser married a James Thomas Chapman and on following census they are in Mile End with 2 children and her mother.

Ellen was born Stepney (birth transcribed as Bowsar) in Dec.qtr.1865 Mile End.

Her parents were Thomas Bowser and Jane Anderson Watson who married in Dec.qtr.1861 Mile End.

Clearly this Bowser family would appear to be the link to Florence Helen - especially since Ellen Bowser married the James Chapman who was in the same household as Florence in 1901.

Either Ellen was the mother of Florence, or another member of her family was.   Only the birth certificate can tell you this.   In 1901 Ellen is living with her family in London - single and aged 35, compared to James Chapman just 19.   To my astonishment on the next census she's listed as the same age as her husband i.e. 30 when she was in fact 45!!

Thanks so much for that i've only just came across your reply!!

Indeed Florence Helen Bowser was my Ruby's mother and there is no father down on the cert as suspected.

I have found the censuses you speak off, i am getting Florence's birth cert to see how all these names fit together. I've been back and forth thinking could James be her father but he would of only been 16/17 when she was born is Ellen her mother, are the Tomlins her grandparents so many options but hopefully the certificate will shed some light!
