Possibility for her mother is a Florence Helen Bowser b.28/3/1898, died June 1989 Aylesbury.
She appears to have died unmarried as a birth reg'd in 1898 in Aylesbury district.
However, if this is her then it looks like you will have to get her birth certificate too - in 1901 at Whitchurch, Bucks aged 3 she is living as a 'boarder' with an elderly couple, William and Catherine Tomlin. Still with them 10 years later (transcribed in error as Bowen). Birthplace given as Whitchurch, Bucks (which came under Aylesbury Reg. District

In 1901 the household also included another boarder - a James Chapman 19 born Whitechapel, London.
In Dec.quarter 1903 Aylesbury an Ellen Bowser married a James Thomas Chapman and on following census they are in Mile End with 2 children and her mother.
Ellen was born Stepney (birth transcribed as Bowsar) in Dec.qtr.1865 Mile End.
Her parents were Thomas Bowser and Jane Anderson Watson who married in Dec.qtr.1861 Mile End.
Clearly this Bowser family would appear to be the link to Florence Helen - especially since Ellen Bowser married the James Chapman who was in the same household as Florence in 1901.
Either Ellen was the mother of Florence, or another member of her family was. Only the birth certificate can tell you this. In 1901 Ellen is living with her family in London - single and aged 35, compared to James Chapman just 19. To my astonishment on the next census she's listed as the same age as her husband i.e. 30 when she was in fact 45!!
