I have been searching,so far without success, for the parents of Jane Waugh.

 b. 1847 in Jedburgh. Roxburghshire

She married Robert Watson in 1869 in Bedrule Roxburghshire.

Have you viewed the original marriage record for Jane Waugh and Robert Watson on Scotlands People's website?   www.scotlandspeople.gov.uk   
If Jane married in Bedrule, Roxburghshire in 1869, her parents' names including her mother's maiden name, her father's occupation should be recorded on it. Also if a parent had died prior to the marriage the word deceased or dec'd appears after their name.
This would give you a start to locating them.

What were the names of Robert & Jane's children as this can sometimes indicate possible parents names

As Looby said Scotlands people will give her parent's names on the marriage certificate ..Is this the same Jane Watson on the Massachusetts Passenger Lists b 1847 Jedburgh arriving 31/7/1911 going to her daughter Mrs Jane Inglis contact details son Thomas Watson ?
This could be a possible return back to Glasgow 19/8/1912 ?

I can find Robert/Jane and Children in 1881 Census but Jane is not with him in 1871

So if I am right then the Census details for Jane Watson as born c 1847 Jedburgh are for Jane Cairns.

1851 Census has a Jane Cairns born c 1847 Jedburgh, living in Ancrum with her Parents

So you definitely need the Marriage details from Scotlandspeople as suggested.

I match comes up on Scotlands People for a death Jane Watson 1870/1871 other surname Waugh in Roxburgh ...So would suggest you try for this and the marriage

Looks like Jane Waugh married name Watson died unfortunately.
There is a death at Bedrule 1870 for a Jane Watson other name Waugh age 22
