It may be worth considering that Penlow/Penlaw is actually Penlan Road, which was the site of the Union Workhouse.

It may be that the lady went into the workhouse to have her baby, as there were no other medical facilities available at the time, unless she could afford to pay a doctor. From about 1900 I believe that if babies were born there the address was recorded on the certificate as "1 Penlan Road" to avoid any future stigma for the child.
