There's very strict privacy laws in Australia, and while the death certificate provides information about the deceased, that information can include private information about the persons supplying that info. So, there's restrictions for access.
I have been the informant on several death registrations. Each time my fulll name and address has been clearly displayed on the document, and of course, to the best of my knowledge I provided information about the deceased persons, their parents and their spouse/s and their children, which in Australia is considered to be private information. The passage of time lessens the need to provide safeguards to protect their identities being infringed based on the info on those certificates.
May I suggest that the application for the ACT document may be swiftly processed if the applicant is his son, as his ID will provide his elderly status to the person processing the application. I don't know if that will hasten the process, but it may. You should not actually need any ID for the application to be processed.
