Looking for Dad

Hi, I'm not sure where to start. Looking for  (*). He was a PC with London Doc Authorities around 1969 before moving to Tilbury to do the same job. When In London he lived in Fulham in flats (Forfar house) I believe. He is slightly older than my mum who was born in 1937. Unfortunately I don't know anything else. Looking for pointers or advice on where a novice should start.

Oh and I tried social media, but no joy yet. Assuming he is still alive but not sure.
