This may be Eric Horace Burnley born 28 Aug 1916, died 2008 Huddersfield.

I am assuming then that Eric H Clifford must have been born under a completely different name then

Were there any siblings?

He must have been at school  at sometime during his young age, London does have some school records, wonder if Hampshire does

Looking at the age of Eric when he was adopted and the age of Mary I would have thought she might have been a little old to adopt a child, she must have been born about 1870, she could have been an elderly relative

1939 registration ?

Don't know whether this of any interest but at the time they were devout catholic.  Mary died 1934

What more is known of Henry and Mary Clifford?

There's a couple by those names I can see living in Portsmouth in the censuses - Henry (b abt 1861 Chichester) was in the Navy until retirement; Mary was born abt 1868 Aldershot or Gibraltar, possible maiden name Toole** or O'Toole, may have married (Clifford/Toole) Mar qtr 1891 Farnham.  No children born to them I think.  Is this the right couple?

As LM said I would be looking for a family link with Eric in the first instance, as it would be rare for a 60-yr-old widow to be looking to adopt an unrelated child.

**There is a British Armed Forces birth for a Mary Toole in Aldershot, 1868.

If this couple were devout Catholics he may have been adopted through a  Catholic society, I don't now how you would go about it to search for his records
