Good evening,

I think that is the old Victoria barracks on Southsea seafront, demolished some years ago.

But the gate less walls and railings was moved to Nelson barracks, now HMNB Portsmouth. Now forms part of Victory Gate on Queen St. http://www.rootschat.com/links/01h4i/
