A Civil Bill is a document initiating legal proceedings in the Circuit Court.
This person's occupation would have involved working for the Court.
In today's terminology the person would have been issuing summonses.

I used to be a Civil Bill Officer for Antrim then covered all of Norther Ireland. It is the issue of a Civil Bill (Summons) for the Small claims Court, up to the value of (in 1984) £4.000 , may be more now

Hello

I am interested in a Belfast man described as a bailiff on his daughter's marriage certificate in 1864.  I think he was actually a civil bill officer.  Do you think the terms could be interchangeable?

From the CIVIL BILL COURTS PROCEDURE AMENDMENT ACT (IRELAND) 1864:

The word “bailiff” shall mean any bailiff duly appointed by the sheriff under and in pursuance of this Act, and shall include any person assisting the sheriff, under sheriff, or such bailiff, with the authority and in the presence of such sheriff, under sheriff, or bailiff, in the execution of any decree, dismiss, renewal, order, writ, or warrant of the civil bill courts :

Dear Gaffy

Thank you very much!  This is quite a breakthrough for me.

Do you know anywhere online where I could find out more about the job please?  I suppose the person would have to be quite well-educated.  I wonder what sort of pay he would have earned?

Best wishes,
Melbell.

Would anyone know if being a "Toll Collector" would possibly fall under the duties of being a Civil Bill Officer?

Thanks in advance!

A toll collector collected duties and tolls from folk passing turnpike roads or bridges.
