Henry Smith was supposedly born in Berkshire and Frederick Lowe was born in Oxfordshire which would suggest they were not one and the same.

They are only 15 miles apart.  If the reason for the name change is he is trying to hide his identity then I would say it is reasonable to assume they could be the same person.

Maybe newspapers have a clue

It may be an idea to obtain the birth certificate of Eed (Chatham) so that you have Mary's maiden name. 

I cannot see a marriage between a Frederick Lowe and Mary Williams

She lists father as:
