August 1918.
MACHYNLLETH. At a special meeting of the Council on Wednesday, it was decided that the appointment of a fuel overseer be deferred to Tuesday evening. The following were appointed a committee to decide on the appointment -  Messrs R. Gillart, J M. Breese, Evan Humphreys, Richard Rees, John Lumley, Peter Vaughan, Mr. H. Lewis, and Mrs. Davies, Royal House. Permission was given to tap the water main supply for German prisoners who would lodge in huts on the Common.

The following extract from the Spring 2015 Powys Archives Newsletter supports Wilcoxon's extract

Inquisition – taken on view of the body of Walter Willie Herbert Gribenow 29th October 1918
The said Walter Willie Herbert Gribenow was found dead on the 27th day of October 1918 at the Park Common Machynlleth aforesaid and that the cause of his death was injury received from a bullet wound after being shot down by a sentry whilst attempting to escape from a prisoner of war internment camp and the jurors aforesaid, do further say that the said Walter Willie Herbert Gribenow was a male person of the age of twenty four years and a prisoner of war.

I have been in contact with Jeff. I found lots of articles in 1918 /19 and all refer to the  Common / Park Common as being where the internment camp was.
