The little dash indicates that the child's surname is the same as the mother's.  The GRO never put the mother's maiden name for an illegitimate birth as it would be the same as the child's.  This is the same record from another website:-

Social and Personal (Cheltenham Examiner, 29 July 1909)

Colonel Rogers, J.P., V.D., has sold Battledown Court, Cheltenham, to the Rev. R.H.M. Bouth, vicar of Elkstone, a small village half-way between Cheltenham and Cirencester. Colonel Rogers will shortly remove to his house at St. Stephen's Manor, lately occupied by the Rev. C. McArthur.

Cirencester Rural District Council (Cheltenham Chronicle, 23 October 1909)

[Ed. One paragraph of many] The Clerk reported the appointment of Mr. G.S. Bazley on the joint committee for the West Gloucester United District Medical Officers' Order, 1906, had now expired, and there was a second vacancy owing to the removal and resignation of the Rev. R.H.M Booth (Elkstone).-Mr. W.C. Arkell proposed and Mr. White seconded the re-election of Mr. Bazley, and Mr. White moved and Mr. Attwater seconded the election of Mr. E.T. Cripps in place of Mr Bouth.—Both motions were approved unanimously.

Thanks. I actually have all that info re Quarta Filia Jones etc and have ended my research there. My only interest originally had been anything linked exactly with Elkstone Rectory.
