Poor Law Apprenticeship Indenture

Hi all my 5 times gt grandfather was apprenticed out by the poor law as a carpenter in 1790 this was for a term of 3 years
in 1790 he would have been 21 and as far as I am aware apprenticeships ended at age of 24 though I may be wrong
my question: is the age of 21 a common onr for apprentices?
