It does seem to be, he is just William in 1901 , Willie in 1891, an engine driver  next census . All in Luton.

Just a thought , what was Walters abode when he married Patti, was there an address ?

Can't find any more info on the inhabitants of 1027 Finchley road, I believe they moved by 1934 to 10 Holly Park with their daughter Edith E  Cox

We need more info from the marriage cert ,

On their marriage in 1896 Walter was living at 61 Stuart St. Luton & Patty lived at 14 Villa Rd. Luton.  William Cox was Patty's brother.  She was one of ten children and I believe two of her brothers were killed in WW1. Their parents were (Richard) George and Ann Cox.

It isn't possible to trawl through all of Luton 1891/1901 to see who lived at these addresses given on the marriage cert, it would need someone with local knowledge,
