I was wondering is there sailer records for these men. John Cunningham born in Drogheda about 1870 and Peter Cunningham born in Drogheda about 1846

There are merchant navy experts on roots chat  who know where to look.

Have a look at Occupation Interests section

I suggest that you ask the moderators to move this question. To the Merchant Navy. Board

Hi carthy2015 :)

Would these men have been in the Royal Navy (HM Forces), or the Merchant Navy (commercial shipping)?  I'm asking because records for these two services are kept in different places.

RootsChat does have a separate board for 'Armed Forces' enquiries, but there isn't one just for the Merchant Navy so please don't waste your time looking for it.

Peter Cunningham listed as sailor in 1901-
www.census.nationalarchives.ie/pages/1901/Louth/Drogheda_Town/Hand_Street/1566488

can't see a John Cunningham in 1901 or 1911 that matches the age you've given.
