There are a couple of other possibilities of Elizabeth/Lizzie/Eliza Speers in Londonderry, so you would need to get Elizabeth's birth cert to be absolutely sure.  I like the one I identified for you, because of the sisters.

On the 1901 census, this is the same family http://www.census.nationalarchives.ie/reels/nai000637327/ which shows another daughter - Lillian - who (like the mother) appears to have been born in Canada.

If Lillian was born in Canada, the family must have returned home between 1886 and 1888 so that Caroline could be born in Ireland!

GRONI has the following birth which fits the birthdate mentioned- surname might be difficult to read on certificate or mistranscribed in index-
Elizabeth Spens, born 1 May 1892 Londonderry district (mother- Baillie)

Maud's birth?
Edith Speers born 7 Jan.1899

Chances are the parents married in Canada- but which province? off to look in Nova Scotia, etc.

Born 16 May 1885 workhouse, Halifax, Nova Scotia
Father- James Speer, (1885) Soldiers' Barracks, Halifax, occupation- soldier of Royal Irish Rifles, dead (1930), born County Cunningham [?] North of Ireland
Mother- Elizabeth Bailey
1930- Mrs. Massey, 1 Hope Hill Place, Glasgow, Scotland
(Mother, 1931) Elizabeth Speers, Fountain St., Londonderry- "my husband James Speers was a serving soldier..."

Marriage: 29 Apr.1886 Halifax (so, after the above birth) Lots more in the register online
James Speers to Elizabeth Bailey (daughter of Joseph (farmer) & Elizabeth)

Meanwhile - in Nova Scotia - on the 1881 census, there is an Elizabeth Baillie of the right age and spelling of surname, living with extended family in Earlton, Colchester, Nova Scotia.

Scrap that, she's still there in 1891

James Speers army service records are on FindMyPast, I think - at least there is someone with a birth date of 1862, bn in County Donegal (as per 1911 census)
