there is a member named Hannia who is very very knowledgeable on the towns

my father in law was born Ostap Kabluckyj in the Ukraine and his village  was Rohatyn - but - the border of Poland and Ukraine has moved several times and when it was Poland the village was known as Rogatyn.
Hannia helped me immensely and broke down a lot of my Ukraine location barriers

I dont think it says "Bielakew" to be honest. It looks like an "R" to me. The writer dotted their "I"s pretty consistently so i think the second letter is an "E". Its the last column, eight rows down.

I think it's Balakov, now Balakovo, a town in Saratov oblast.
Compare B with another one in the town's name in the 2nd row and with R in "Russia" in the 4th row.

It cant be Bolekhiv cos Galicia was a part of Austria then.
