I'm confused...

What are we supposed to be matching to?

the 1881 has Harriet Ellen Simms b Nettlebed, Oxon

Where is the other record that mentions Nettlebed - everything else seems to point to Staffs?
Middlesex: KING,  MUMFORD, COOK, ROUSE, GOODALL, BROWN
Oxford: MATTHEWS, MOSS
Kent: SPOONER, THOMAS, KILLICK, COLLINS
Cambs: PRIGG, LEACH
Hants: FOSTER
Montgomery: BREES
Surrey: REEVE

So far the only mention of Nettlebed is on the 1881.

If the OP is certain that she married John Salt then I feel the Marraige cert is the only way to go.

Baptism Cheddleton March 8 1896 Elsie Salt
Parents, John and Harriet Ellen
Abod,. Horse Bridge
Fathers occupation, bricklayer

1901 census they may be in Salford with Harriet recorded as Ellen and husband said to be at the front (Boer War?) with Elsie and a son James born Salford 1899.

There seems to be only one reference to Harriet Ellen Simms in Oxfordshire - the 1881 census. The marriage located by Jamjar between John Salt and Harriet Ellen Sims was in Cheddleton, Staffs. In the 1881 census Harriet E Sims in Staffs seems to be with father Thomas but wife named as Elizabeth- there is a burial in Cheddleton 20 Oct 1878 for Mary Simms aged 25 and with the abode Horse Bridge - father may have remarried.

William

That explains why I couldn't find a marriage for Thomas and Mary Abode, William.  ;D ;D

From Freebmd it looks as if Harriet born in Leek in 1878 may have had a twin named Joseph.

As far as I can see, the LDS don't have the Nettlebed registers, so I don't think there is going to be enough info to say who that Harriet Ellen Sims is, through online searching alone
