BUILDING EXTERIOR BUNTING Town Hall? UK LOCATION help, please

Hello!

Any ideas please as to the location of this

BUILDING DECORATED WITH FLAGS Town Hall?

c1918 view. Sturdy three story stone built building. Columned entrance. Ground floor windows are barred.There's lettering above the door but too faint to read. Seven people are standing on the steps (inc two women). Includes Army & Royal Navy servicemen.

The exterior is festooned with flags and decorations. Possibly end of WWI. Part of the road is cobbled.

Next door to right is a single story shop with trader's name "GRAHAME & CO". Difficult to see what they're selling. Could include Drapery.

May be a bank.  Naval signal flags and two lifebelts, so possibly in a coastal town.  Somewhere in Cornwall perhaps?   Shop looks derelict.

I would suggest that it is a port city/town.  The flags look like signal flags (plus a couple of red ensigns) and there is a naval rating in the group out the front.

001, I'm not sure I can see two women on the stairs. There is one figure partly hidden by the chap front left, who I would have assumed was also a man if you had not mentioned that you think there are women in the photo, but all the others look like men to me.

As Grahame (with that spelling) is not a particularly common name in England, and this does look WW1 related, I had a look for the name on the 1911 census. Scanning through the residences to see if any might be coastal locations, there are a few, but of those I checked, none were shopkeepers. The location may not have been coastal either I suppose ..... :-\

I would need to check further but I thought that the surname Grahame was Scottish, though in my quick look through the 1911 I found several living in the N, NE and NW of England, so the surname probably won't help with the location.

Is it a photo or a postcard? Is there anything on the back?

Isn't the figure at the back a woman - looks as if she has a fur stole round her neck? Not that it helps with identifying the place.  ;D ;D

I suppose it could be. I thought the hat was a military one with a badge. (I didn't notice what appears to be a fur collar)

I am still working my way through the male Grahames in the 1911 census.

There are a few who have occupations that may lead to having a shop, but one which seemed to tick a few boxes was a man called Wallace Grahame who is a chemist and seems to be partnered with a Stuart Douglas. Address is1 William Henry Street Liverpool. My ipad is not letting me look at google street  view so I can't check the location, however the area has been redeveloped so it is highly likely that there is no trace of the grand building. Loverpool fits with the nautical theme.

I may be way off the mark, and I did wonder if a chemist's shop would have a "Chemist" sign rather than the surname.... :-\
