One possibility for the event is that the Wookey Benefit Club held an annual festival in August each year, and the Wells City Band was present in 1908 and 1909. The 1909 one was on the 24th so could not be that one. The newspaper report for 1909 states that after a church service a procession was formed and proceeded to a large marquee in Mr. Cox's field, so probably the same in other years. It's just does the vegitation looks like late August?
