Could it be Cornish? (no writing on the reverse nor lettering within the image).

All the Cornish tin mines I know of had circular chimneys?

This one appears to be square.

Portland stone would have been quarried not mined.

I really do not know what the relevance to the structure is but the window on the upper right seems to have bars on it.

Obviously not coal as a coal in a spoil pile would be very dangerous.

Are they lowering men down with their apparatus.I cannot see any evidence of this.

What is the tank at the bottom of the building.

No answers-  Just Questions!

I wonder if it is an engine  house to remove water from underground workings, the large timber beam that emerges from the otherside of the upper story of the building then attaches to a downward beam suggests it is a beam engine ike part of an old James Watt or Newcomen steam engine.
Looking at the spoil around the area I wonder if it is a Cornish China clay pit.

I noted the James Watt type beam engine emerging from the building. The tanks could be for compressed air to force fresh air to the working face and the engine is almost certainly for de-watering purposes.
Wherever the mine is located, this is certainly a very significant photograph from a local history point of view.

Good evening,

China clay workings could be right, they are open cast mines not underground. They are worked with high pressure water jets. So the beam engine could be raising water and supplying it under high pressure to the work area.
