In 1851 I think he is living with wife Sarah Ann in Camberwell and he is a porter

There is a possible online marriage (on Anc) of a James Whitlock (transcribed as Sam Whitlock) - Porter to Sarah Ann Simpson on 2 May 1842 St George, Camberwell   Both of full age 

His father is listed as Isaac Whitlock - Baker   and her father as Joseph Wade Simpson.  Edit -The cert has been written over another crossed out marriage cert  which makes it difficult to read!!

Baptism St Giles Camberwell 17 June 1821 , son of Isaac, a baker, and Hannah.  Dovetails very nicely with Kay's findings.

Possibly the family in 1841 living at Canal Wharf Northern Side of Canal, St Giles Camberwell, Surrey.   The image could well be Whitlock

You have done really well. With both being born out of the county does that mean that it will be difficult to track them back back from here?

Sadly it may be difficult to trace them without a County of birth.   

There is a possible marriage of an Isaac Whitlock to Hannah Everett on  17 Nov 1816 ar Saint Bartholomew The Great,London,London  but father's were usually not listed on marriages pre 1837

Sarah Ann Whitlock nee Simpson is listed in 1851 as 1818  Newington, Surrey which could match this baptism
