Birth Record MIA

Does anyone know why I'm not able to find a birth record? I've been looking for my great grandad's birth record for so long now and nothing has come up. I ordered one but it ended up being the wrong man.

His death record and a school record state his birth year is 1883. All his other records state 1884. His birth date is definitely August 28th.

The census says he was born in Wollescote, Worcestershire.

So if I can find all these other records for him, why is the birth record so hard time find? Am I doing something wrong in my research?

How do you know that his birth date is definitely August 28th, and are you absolutely certain of his parents?

Were his parents definitely married at the time?  Could he have been registered under another surname? 
Is he on the BMD index as Male rather than a first name?
Was he given a different forename, and then known as something else?

His parents were married in Bromsgrove reg. district which included Pedmore (borders onto the Lye and Wollescote area) - any chance he was registered there?

The birth date is the only consistent date on all his records that have the birth date and his daughter mentions it in a letter.

He's George Harry or Henry Dunn. On his school record he is George Harry B Dunn.

Not totally sure about his parents but  yes, the ones on the census and other records had been married since 1872 in Bromsgrove. There was a rumour that he had been adopted within the family.

If they married in 1872, Edwin and Betsy are on the 1881 census without children.  It is not conclusive, but 9 years without children may indicate that they couldn't have children  :-\

George's birthplace is stated as Worcester, not Wollescote, in both 1891 and 1901.

His Service Seaman records say Wollescote. That's where I got that from. He also went to school at Crabb Street Infant School which is apparently in Wollescote.
