Before 1858, wills and probate were dealt with by a church court.

If he had substantial property, it was likely dealt with by the Prerogative Court of Canterbury.

If he died intestate without leaving a Will and the property was of the value to be dealt with by the Prerogative Court of Canterbury, you won't find a reference for the Administration online because they have not been digitised and only a few have been indexed in published volumes, but the latter are for a period in the 17th century from memory.  As KG has indicated, the records are held at the National Archives and for PCC Administrations you would need to have a search done of the records there.

The Index to Death Duty Registers (IR 27/17) shows a grant of administration for the estate of Hugh Parnell of Kington, Thornbury, Glos., made in 1798 in the PCC (entry no. 153 for that year). This means there was probably no valid will. As has been said, PCC administrations are held at TNA, but the record itself won’t tell you much, beyond the name/abode of the administrator.

What are you trying to find out? If you’re interested in the value of the estate, or the name of any beneficiary who may have paid tax, you might be better off looking at the Death Duty Register, also at TNA, although these early entries are variable in content. I believe the death duty register entry for the estate of Hugh Parnell will be found in IR 26/181.

Link to TNA catalogue entry for search or ordering purposes – the record itself is not online.
