Prisoner Photographs-were they taken for each Criminal?

Hey up,
Does anyone have any info re prisoner photographs?
I have a family who were in and out of bother in Derby around 1873-1900.

Apparently they were involved in a case in 1894 for allowing their under 16 y/o kids to sell matches in the Corn Market area. As this was "the first case taken under the new Act" and the mother was jailed, I thought maybe they'd have a picture taken.
Any help, as usual, gratefully received.

I have recently visited an old victorian prison which has closed as a gaol and opened to the general public. Not every inmate was photographed, mainly those who were thought likely to re-offend and the photo was taken at the end of their sentence.
