Maybe if you post some extra info. such as names, pg no. etc. & a link, people will know which pic as well as possibly reaching others with same interest as names/dates/areas in one paragraph can throw up many leads for research

"Otago Witness" at PapersPast of course only goes up to 1909.

Maybe try the National Library of New Zealand (NatLib) ... via their "Ask-a-Librarian" service.
Historical newspapers are held in the same building, so I'm sure they'll be happy to send you a (newspaper copy) of the photo.

Helen have you considered also a querry to "Toitu Otago Settlers Museum" They have a large collection of facts and images and if they can't help I'm certain they will know of someone locally who can.

Another option is the Heritage Room of the Dunedin Library http://www.dunedinlibraries.govt.nz/ They hold microfilm of newspapers and I have found the staff to be very helpful.
A word of warning about the Otago Settlers Museum - it is quite expensive to get digital images from them.
