FM or PM Congenital Medical disorder

I found one of my relations aged 12 living at 48 & 49 Kenilworth Road, St Leonards on Sea, Sussex, suffering from FM or PM Congenital but she was at school. What is this disease as she seems to have died young aged 31?

It's always worth checking on the address. If you check the Summary Books for the 1911 census you'll see that, as Bookbox has pointed out, this was a 'Residential School for Feeble Minded Children'.

Thank you for the information, it was at 1911 and something I've not come across before. Still don't know if the girl was blind or feeble-minded or both?
