She is an Eliza on the Cornwall OPC database, and on Familysearch.

Got a very quick reply from the OPC:

"I have sent you the entry from the burial register showing Elizabeth quite clearly [it does, too].
I expect a lot of those baptised Elizabeth got called alternate forms of the name such as Eliza, Betsy and so on. If the vicar didn't know the family he may have assumed Eliza was Elizabeth for recording purposes".

I don't know if Eliza would have had family present to correct him, so I think this is the most likely explanation.

However, she comes up as Elizabeth on the GRO as well.  I might have to get the certificate.

That would be the best thing to get the certificate and at least that should hopefully let you know if it is the same person
