I have several relatives with birth entries in the General Register Office search as being born in the Havant Union. Does this mean that they would have been born in the Havant Union Workhouse, or that they were born in one of the villages which the Havant Union covered?

Havant Union refers to the Poor Law Union, which was simply a geographical territory, comprising a number of parishes.
These parishes all contributed to the costs of the Havant Union Workhouse.

These Poor Law Unions formed the basis for Registration Districts in 1837.
