thanks despair, I had guessed it was  Henry Rumsey , but as there were so many Rumseys around I just hoped to find a baptism.
There are also a few trees on Ans that have the same .

May 1 William son of H. Rumsey W^ms of Glan'rafon Esq^r by Ann his wife

Baptism of sibling James in 1813 and John in 1815 gives same abode (spelled Glanrafon) as that of William (1809) and gives fathers occupation as attorney at law
