Reregistering birth in 1948?

Hi,

I know it's boxing day but merry Christmas everyone!!!  :)

I have an ancestor, born and registered in 1909, to my great great grandmother, but his birth was reregistered in 1948 (there is a note on the original registration saying that the mother has made a declaration, we think it's because the father on the original wasn't actually his father, just someone who said he was - if that makes sense?)

Anyway, we were wondering about the reasons for reregistration and thought perhaps it could have been something to do with the introduction of the welfare state and NHS?

Any advice would be great, or any other possible reason for reregistering a birth when the person is nearly 30?
