Look on family search for other marriages of Foggs in Durban. There is at least one for a William John Fogg in 1929 also born in England.  That might lead you to the father.

After a bit of delving have found the following.
James Fogg was born in 1867 in Liverpool, Lancashire, his father, John, was 33 and his mother, Christianna, was 31. He married Elizabeth Melinda Heydon Wills on 16 July 1899 in Devonport, Devon.

They had at least the following children:-
James Fogg b.1900 Devonport, Devon
William John Fogg b.1903 Devonport, Devon
Melinda Heydon Fogg b.1906
Ethel Heydon Wills Fogg b.1911 Durban

Came across James and Elizabeth's gravestone on the website which also has James's b.1900. James (Sr) died 7th March 1939, aged 71 years. Born Liverpool, died Durban. Elizabeth died 27th March 1958, aged 83.

I hope that helps. No mention of Sheffield, but it seems to tie in well with the facts you have.

Would you mind sharing if you found any information regarding James Fogg and Ada Sharples? I think he was my great grandfather. May I ask who your mother was to try link it to my Grandad (who might be her brother).
