In the marriage banns of 1799, Evan Hughes is down as a member of the Cardigan Militia.  He is not in the 1782 muster lists.  Any way I can find out more?
Hughes (Pembrokeshire, Glamorgan, Lancashire)
Stephens (Talgarth, Germany(?))

I am afraid that your post will be ignored by many who could help you as you have posted in the Cymraeg/Welsh Language forum; I would suggest you study the forums guidlines a little (geographical/military) for better results. Someone more experienced than me (wyt ti yna, Trystan?) will guide you if needed.
Anyway, pob hwyl, good luck  :)
