You'll need a bit more info.
Can you give an age/ birthdate for these men? Have you located them in the 1939 register for instance?

Various online trees have a Harry Joseph BATES (b.1899) married to Bessie Heron MILLS in 1917.

Harry died 1 Mar 1958 • Norwich, Norfolk

One of their sons is listed as Charles Peter Patrick BATES born 1918 died Jan 20 1956 Wandsworth.

Harry and Bessie are on the Bedfordshire Electoral Registers at 13 New Bedford Road,Luton for quite a few years.

Harry  Joseph Bates was born 1899,  in isleworth Middlesex according to 1911 census when his family was living in Luton  at the King Edward v11 PH.
Harry  was publican  at the Radcliffe arms  Hitchin  in 1933 and The Albion  PH Luton 1940-1952 at  13 New Bedford Rd. So your  Harry seems to be same as mine, have not found wife   as Bessie Heron Mills or a son  Charles . Peter would have been  born around the same  time.
I had found  a Harry`s  death as 1958 Norwich but could not confirm him as my Harry.

Thanks for your help, gives me more hope of finding  Peter`s birth and death.
Dave

You're welcome,Dave.

I really do think that Charles Peter BATES is your "Peter". Are you able to access A*try at all to look at the trees on there?

Marriages Jun 1917
Bates    Harry J  E.Retford    7b27
Mills    Bessie H E.Retford    7b27

National Probate
Bates Harry Joseph of 6 Hanover Road Norwich died 1 March 1958 at Curat House Restaurant The Walk Norwich. Administration to Bessie Heron Bates widow,

Births
Sep 1918 Bates    Charles D   mmn Mills    Knaresbro    9a140

I think the "D" in the birth is really a "P"-very difficult to make out. So he might have just been called Peter by the family?
