two civil birth registrations for the same person?

Hi

I was looking for a Rachel Hardesty born in Woodbastwick, Norfolk (Blofield Civil registration district) and found the attached entries on the GRO index.

As you can see these are identical entries but for the year difference (only 2 years) and that one specifies a middle name. I was thinking originally that these may be sisters but is this likely (unless one died)?

I think this (or one of) Rachel appears in the 1881 census:
