You may already have this.

There is also
Balmer, Edward, DMP 5885, born 1832, Cortyryan, Co. Armagh, who may be a brother.
Also
Balmer, Robert, DMP 2778, born 1819, Forkhill, Co. Armagh, who may be related.

Dublin had a separate police force from the rest of Ireland, which was covered by the Royal Irish Constabulary. It was the Dublin Metropolitan Police force (DMP). So Thomas is unlikely to have served anywhere else, unless he transferred to another force. I don’t see his name in RIC records so suspect his only service was with the DMP.

As Dublin 1850 has mentioned, Jim Herlihy has published a couple of books detailing all members of the DMP.  The Dublin Metropolitan Police: a complete alphabetical list of officers and men 1836 – 1925 & The Dublin Metropolitan Police – a short history and genealogical guide.
