I may be wrong so perhaps someone will correct me if so.

 I was under the impression that the time of birth was recorded for twin births.Unfortunately I don't know when that practise started. If it was before you were born and you do not have a time of birth it could eliminate a twin birth. It was just a thought

It's done for inheritance purposes ;D
And was certainly done in 1953, when I, and my twin brother, were born.
