I find it peculiar that my great grandfather x4 (a mariner by profession) had his first child in 1799 and his second child in 1815.

That's quite a big gap and also coincides with the length of the Napoleonic Wars.

His name was Andrew Anderson, most likely born in Scotland but married in Sunderland.

Does anyone know how I can prove this?

Have a look at the military records on Find My Past if you can - there are certainly records for Andrew Andersons in that period.

Whether they're for yours, I know not

Don't you mean the 2 children you know about? After all he was a sailor. 
There was a brief peace around 1802. Did he not get shore leave?
