When was Charles Webb a sailor?

Have found him on census 1891 aged 28 with mother Elizabeth when he is a Labourer, and as an Engineers Labourer with wife Sarah in next 2 census.

Unfortunately, I can't seem to find the family on 1881 census so don't know where he was then or his occupation.

Annette, my wife thinks he is probably about 18 in the photo, but if you can follow the link below, I think I have shared the photo from Ancestry! Sorry I don't know how to upload it here!

Don't know about 1881 so maybe the photo dates from around that time? Was there a war? Etc.
1891 he was living with his widowed mother, Elizabeth at 9 Nelson Terrace, Islington.
