PNG was under Australian administration before independence in 1975, so probably you need to search various Australian states BDM records.
Were the couple locals or expats?
I'd start with Queensland as it's the closest Australian state to PNG

Dawn M
Denys (France); Rossier/Rousseau (Switzerland); Montgomery (Antrim, IRL & North Sydney NSW);  Finn (Co.Carlow, IRL & NSW); Wilson (Leicestershire & NSW); Blue (Sydney NSW); Fisher & Barrago & Harrington(all Tipperary, IRL)

According to the State Library of Queensland site:

"Enquiries about births, deaths and marriages that occurred in Papua New Guinea can be made by writing to:

Papua New Guinea
Registrar General
Office of Civil Registry
Department for Community Development
PO Box 7354
BOROKO, NCD
PAPUA NEW GUINEA
Telephone: 0011 675 323 6154
Facsimile: 0011 675 232 1056"

http://www.slq.qld.gov.au/resources/family-history/atsi/finding/birth,-death-and-marriage

EDIT: This appears to be the current contact details for the PNG Civil Registry: http://www.pngcir.gov.pg/#contact

There is a Genealogical Index to Australians & other Expatriates in Papua New Guinea 1888-1975 held by the State Library of New South Wales - you could enquire with the Ask A Librarian service to see if your couple are listed: http://www.sl.nsw.gov.au/research-and-collections/ask-librarian

Papua New Guinea is an independent nation.  For a period after WWII commencing during WWI, PNG was under the administration of the Australian Government but it was not actually part of the Commonwealth of Australia.
