Aren't the Royal Inniskilling Fusiliers a British Army regiment? Surprising enough to see him in the National Archives of Ireland, but why would the Irish Army have anything on him?

British Army so unless the Irish Army was arresting deserters on behalf of the British Army there is no reason the Irish Army would have records of British Army soldiers.
The Civil  Authorities may have arrested him, as the Irish Free State still swore allegiance to the Crown, which could explain why he has a record in the Irish National Archives, or perhaps he applied for some sort of protection from the Free State.
I guess we can't be sure until you get the record from the archives and hear back from the Military Archives if you contact them.
