My first thought was Greenock, but can't find any images online that would back that up. If it is in Scotland, then I think it has to be somewhere in the Central belt.

Could that be a causeway across a river estuary?

The large building on the right is curved, which is distinctive.

Interesting thought Josey. It has also raised for me the question of where the photographer was standing to take such a photograph. There must have been some sort of structure, or land, to give him a stable platform.

May I suggest not becoming locked into the seafront train of thought. IMO, the structure in the foreground resembles a footbridge (note the raised sides); ie. a crossing from one side to another and could indicate a tidal estuary or broad tidal river. It doesn't resemble a quay or jetty.

From the "buttresses" in right foreground it looks to me as though photographer is standing on the other side of the river.
