There seems to be some confusion in 1911 about how long they had been married  ;)

Yes, as with some others there is lots of confusion with these ancestors.
As you have seen the 1911, you will know there is no listing or acknowledgement of Rose May there.

Alice Louisa and Charles George are both shown on the GRO as Seager. A L S June Q 1903 Romford R D, 4a, 564. G C S March Q 1906 Romford R D, 4a 576.

I have tried SEAX but whether or not its me, I cannot get into the right registers for some reason. I have found them but as I am 300 miles away from Chelmsford it is an ongoing difficulty.

Was Thomas married to someone else?  If he had an estranged but living spouse that would explain the apparent lack of a lawful marriage to Elizabeth.

Added: can't see anything obvious though.  Perhaps they just did not get round to it.

There is also Rose Phillips - September quarter 1899 - Fulham - mmn as Ellis.

I found that too but discounted it as the birth is after Rose May Seager's January 1899 baptism....
