 would appear to be the daughter of 
Frances Tomlinson (who married Peter Leicester 1877 QD 8c 231)
but not dau of Peter Leicester
 
1881 they are staying 10 Church Street Warrington

Frances Leicester and Elizabeth Rigby are noted on census as sisters.

Does this mean there related to my great gran frances jones?
 reason why i asked is because. with a name of frances being in the list .
 so i was thinking my great gran frances must have been named after a member of the family.
 i know  my great gran never married before or after she had her son alfred evan jones.

From information in your other threads it would appear that Frances Tomlinson ( later married to Peter Leicester) was the mother of Ellen Tomlinson, who was in turn the mother of your great gran Frances Jones. Ellen Tomlinson was the first wife of William Hopwood Jones ( who would be your great, great, grandfather).
