I wonder about this marriage in 1843 in Horton which is I think the adjoining parish with Sarah listed as Sarah Bailey. David appear to be living with his parents in 1841 possibly with a wife/sister Mary  :-\

https://www.familysearch.org/ark:/61903/1:1:QL76-CFDW

Added -Found the marriage online (2 Jan 1843) David's father is listed as William Bailey - Stonemason and Elizabeth's father was listed as James Bailey - Labourer   David was a Labourer.     The couple were listed as aged 28 both living in Horton

Added  - William's occupation as a stone mason matches the occupation of David Bailey's father William in 1841

I don't think Fanny's birth or her brothers Richard and Thomas births were registered -  I can't see any births with matching mothers maiden name for the siblings on the GRO Birth Index

Thank you for your help rosie99 and Kay99 .
I found some more info in the past hours (there was many Baileys in those days in Biddulph and there were many namesakes ) .
Fanny had an elder sister  Sarah born around 1838 , so let's say that the marriage of her parents David and Sarah took place before .

I think Sarah just the daughter of Sarah born prior to the marriage of David and Sarah.  The couple were not living together in 1841
