What was James McCluskey doing there?

My great grand uncle was James McCluskey, born in 1903 in Shettleston, Lanarkshire.

He died in 1922, only 18 years old, of tuberculosis. His place of death was the Royal Infirmary in Edinburgh. But his usual residence was given as "H. M. Institution Polmont".

Doing a Google search for this comes up with results for "Her Majesty's Young Offenders Institution Polmont".

So the question is, was James McCluskey an inmate? If so, what did he do to end up there? And where could I go to find out?

Rodgers in Durham and Co. Monaghan
McMillan in Lanarkshire and Argyllshire
