I don't think her clothing is any different to any other young lady of her era,
have you checked to see if she had any criminal proceedings brought against her,she would have been 18 when the bill was passed,so am not sure if she would have been old enough for her parents to let her go off demonstrating, before that was her mother a suffragette
Gunning County Down,Kneale Isle of Man,Riddle Tynemouth,Bibby Kendal/Bradford,Colenso Penzance/Barrow-in-Furness,Steele Corney Fell,Chapman Ely,Dawes Alfreton,Blamire Westmoreland and Ulverston

It looks like the ordinary everyday outfit that wold be worn at the time. Remember: there were not really all that many actual suffragettes, the ones who were prepared to take direct action. There were far more suffragists, campaigning more quietly.
Threlfall (Southport), Isherwood (lancs & Canada), Newbould + Topliss(Derby), Keating & Cummins (Ireland + lancs), Fisher, Strong& Casson (all Cumberland) & Downie & Bowie, Linlithgow area Scotland . Also interested in Leigh& Burrows,(Lancashire) Griffiths (Shropshire & lancs), Leaver (Lancs/Yorks) & Anderson(Cumberland and very elusive)

I doubt that she was a suffragette. They often had a little sign by wearing the colours in a ribbon round the hat or decorated button etc so they could recognize each other. Most suffragettes were women of class as well. Our poor relations didn't have time to go protesting!!

Ah, but she was the exception that rather went to prove the rule, I'm afraid.
