Phone number and address needed

I need to send a letter to 2 people who live in the Warrington area.
I don't have there phone number or address.
Is anyone able to look up for me please. I live in Australia so it's not easy from here.
Names are Agnes Dowling and James Dowling.

One of the biggest problems is that a lot of people are exdirectory, so won't show up in the phone book and they also opt out of showing on the electoral register.

Looking at at the 192 site, there are two with his name up to 2014 but you have to pay to see their addresses.

Might they, or someone who knows them, have facebook? 

People move around a lot too - when is the last time you knew them to be in the Warrington area?
