I think this is almost certainly Eliza Jane Fairbrass who was born in 1840/41 in Westminster. Her father William Edwin Fairbrass was a police sergeant (later an inspector). Her mother's maiden name was Davis. She had a sister Mary Ann Fairbrass (born Totnes, Devon in 1838) and it appears that she also married an ag lab in Chepstow ( John Huntley in 1860).

The two girls are enumerated at a school in Hampstead in 1851.

Sources:

1841 census at 15 Upper Crown Street , Westminster (Eliza is 6 months old so must have been born around November/December 1840)
1845 baptisms Of Eliza Jane, Mary Ann and two other sisters (Emma Sarah and Julia Lavinia) at St Margaret's Westminster. Julia died in 1845, don't know what happened to Emma.
1851 census
GRO online births index

There's also a public tree on Ancestry which has the detail of the marriage of Mary Ann and John Huntley. Also of a brother Edwin Daniel Fairbrass (born 1847), who married a girl from Glamorgan.

This could be Edwin in the 1861 census aged 13 in Eston, Yorkshire (his future home): as Edward D Fairbrass, "G.son" of David Matthews 37, an iron works agent from South Wales.

Edwin Daniels marriage in Eston, York names his father as William Edwin Fairbrass -Superintendent of Police -image also on FindMyPast
