In the next census, it seems his name was William James Thomas which might help.

Looking at both of those censuses, his mother Mary says that she is single, so it looks as if he and his sister Annie were illegitimate.

Possible baptism in Madron 26 March 1890 for both children, mother noted as Mary Thomas, single woman, from Lelant.

I think peb already knows they were illegitimate, as the original query asks for "William's father" and "mother's parents".

Oddly, there is a tree on FamilySearch that has her as Mary OLDS daughter of Mary PELLOWE but curiously no husbands are attached to reach those surnames.

There is an 1891 census that might be them-

Name:   Grace Thomas
Gender:   Female
Age:   37
Relationship:   Head
Birth Year:   1854
Birth Place:   Ludgvan, Cornwall, England
Civil Parish:   Penzance
Residence Place:   Penzance, Cornwall, England
Sub registration district:   Penzance
ED, Institution or Vessel:   15
Neighbors:   View others on page
Piece:   1857
Folio:   109
Household Members:
Name   Age
Grace Thomas   37 (married)
William H Williams   16 (son of Grace)
Annie Williams   10 (dau of Grace)
Mary Thomas   28 (boarder)
William Stevens   4 (visitor)
Annie Thomas   1 (visitor)

William being down as "Stevens" could be a clue. Or a mistake of course!

Grace could be a relative by marriage.

From the GRO index, Annie seems to have been registered as Annie Kembath Thomas Q4 1890 in Penzance District and William as William Thomas Stevens Thomas Q1 1887 in Penzance District.

Neither with the mother's maiden name. There is also a William James Thomas with mother's maiden name of Olds, which may be where the name on the tree originated.

I think Kembath may be a transcription error for Kemball. If the middle names are an indication of the father's surname, perhaps William's father was Thomas Stevens and Annie's a Kemball.

David

P.S. - I think Kembath might be a transcription error for Trembath.
